CVE-2025-25249
Overview
This vulnerability is a heap-based buffer overflow caused by improper handling of specially crafted packets within Fortinet FortiSwitchManager and FortiOS firmware versions 6.4 through 7.6.3. The flaw resides in the memory management routines processing network packets, where insufficient bounds checking leads to overwriting adjacent heap memory. The affected components include FortiSwitchManager versions 7.0.0 through 7.0.5 and 7.2.0 through 7.2.6, as well as multiple FortiOS releases, impacting core packet processing modules.
Vulnerability Description
A heap-based buffer overflow vulnerability in Fortinet FortiOS 7.6.0 through 7.6.3, FortiOS 7.4.0 through 7.4.8, FortiOS 7.2.0 through 7.2.11, FortiOS 7.0.0 through 7.0.17, FortiOS 6.4 all versions, FortiSwitchManager 7.2.0 through 7.2.6, FortiSwitchManager 7.0.0 through 7.0.5 allows attacker to execute unauthorized code or commands via specially crafted packets
Impact
An unauthenticated attacker can exploit this vulnerability remotely by sending crafted packets, resulting in arbitrary code execution with system-level privileges on affected FortiSwitchManager or FortiOS devices. This enables full compromise of the device, including unauthorized command execution, potential data exfiltration, and disruption of network operations. The lack of authentication requirements increases the attack surface, allowing attackers to gain control without prior access or interaction.
Solution
Fortinet has released patches addressing this vulnerability in FortiSwitchManager versions 7.0.6 and 7.2.7, and FortiOS versions 6.4.x, 7.0.18, 7.2.12, 7.4.9, and 7.6.4. Administrators should apply these updates promptly. Detailed patch instructions and advisory information are available at https://fortiguard.fortinet.com/psirt/FG-IR-25-084. No workarounds are documented; updating to the fixed versions is the recommended remediation.
