CVE-2025-24989
Overview
This vulnerability is an improper access control flaw within Microsoft Power Pages, specifically affecting the user registration control mechanism. The root cause lies in the failure to enforce proper authorization checks on registration-related network requests, enabling unauthorized privilege escalation. The affected component is the registration control feature of Power Pages that manages user sign-up and access permissions.
Vulnerability Description
An improper access control vulnerability in Power Pages allows an unauthorized attacker to elevate privileges over a network potentially bypassing the user registration control. This vulnerability has already been mitigated in the service and all affected customers have been notified. This update addressed the registration control bypass. Affected customers have been given instructions on reviewing their sites for potential exploitation and clean up methods. If you've not been notified this vulnerability does not affect you.
Impact
An attacker can remotely elevate privileges on affected Power Pages sites without requiring authentication or user interaction. This enables unauthorized access to restricted areas or administrative functions, potentially leading to unauthorized data access or modification. The breach of registration controls can facilitate lateral movement within the application environment and compromise site integrity. Organizations relying on Power Pages for user management face risks of unauthorized account creation and privilege escalation, impacting business operations and data confidentiality.
Solution
Microsoft has addressed this vulnerability in a service update for Power Pages, which mitigates the improper access control in the registration mechanism. Affected customers have been notified with instructions for reviewing and cleaning potentially exploited sites. For detailed patching and remediation steps, refer to the Microsoft Security Response Center advisory at https://msrc.microsoft.com/update-guide/vulnerability/CVE-2025-24989. Customers not notified by Microsoft are not affected by this issue.
