CVE-2024-21638
Overview
This vulnerability is an authentication bypass caused by missing validation of the authentication token in Azure IPAM. The affected component is the token validation mechanism within the Azure IPAM service, which fails to verify the authenticity of the token presented by users. This flaw exists despite the service principal being assigned only Reader role permissions, allowing unauthorized impersonation of privileged users within the IPAM instance.
Vulnerability Description
Azure IPAM (IP Address Management) is a lightweight solution developed on top of the Azure platform designed to help Azure customers manage their IP Address space easily and effectively. By design there is no write access to customers' Azure environments as the Service Principal used is only assigned the Reader role at the root Management Group level. Until recently, the solution lacked the validation of the passed in authentication token which may result in attacker impersonating any privileged user to access data stored within the IPAM instance and subsequently from Azure, causing an elevation of privilege. This vulnerability has been patched in version 3.0.0.
Impact
An unauthenticated attacker can impersonate privileged users and access sensitive IP address management data within Azure IPAM, potentially extracting confidential information. This requires no user interaction and no prior authentication (CVSS vector AV:N/AC:L/PR:N/UI:N). The attacker can elevate privileges within the IPAM context and potentially leverage this to access Azure resources indirectly, leading to data exposure and unauthorized information disclosure.
Solution
Upgrade Azure IPAM to version 3.0.0 or later, where token validation has been implemented to mitigate this vulnerability. Refer to the official GitHub security advisory GHSA-m8mp-jq4c-g8j6 and the associated patch commit 64ef2d07edf16ffa50f29c7e0e25d32d974b367f for detailed remediation steps. No additional workarounds are documented beyond applying the update.

The groups below are predictions based on historical exploitation patterns of the same vendor/product. These are not confirmations.
Full Analysis
The vulnerability in Azure IP Address Management (IPAM) arises from a critical flaw in the authentication token validation process. This lightweight solution, designed to assist Azure customers in managing their IP address space, previously allowed an attacker to bypass authentication mechanisms due to inadequate token validation. The Service Principal, which operates under a Reader role at the root Management Group level, was intended to limit write access to customers' Azure environments. However, the lack of proper checks on the authentication tokens meant that an attacker could impersonate any privileged user, gaining unauthorized access to sensitive data stored within the IPAM instance and potentially extending their reach into the broader Azure environment.
Exploitation of this vulnerability can occur through various attack vectors. An attacker with knowledge of the system could craft a malicious authentication token, leveraging the absence of validation to impersonate a legitimate user. This could be executed through social engineering tactics, phishing, or even through the exploitation of other vulnerabilities that allow for token interception. Once the attacker gains access, they could manipulate IP address allocations, disrupt services, or exfiltrate sensitive data, leading to a significant elevation of privilege within the Azure environment. The potential for lateral movement within the cloud infrastructure amplifies the risk, as compromised credentials could lead to broader access across interconnected services.
The real-world impact of this vulnerability is profound, particularly for organizations relying heavily on Azure for their cloud infrastructure. The business risk is multifaceted; unauthorized access to IP address management can lead to service disruptions, data breaches, and compliance violations. Organizations may face financial repercussions, reputational damage, and regulatory scrutiny, especially if sensitive customer data is exposed. The high CVSS score of 9.8 underscores the severity of the threat, indicating that successful exploitation could have catastrophic consequences for affected businesses.
To detect and mitigate this vulnerability, organizations should prioritize upgrading to the patched version of Azure IPAM, specifically version 3.0.0, which addresses the authentication token validation flaw. Regular audits of access logs and authentication attempts can help identify any suspicious activities indicative of an attempted exploitation. Implementing robust security measures, such as multi-factor authentication (MFA) and least privilege access controls, can further reduce the risk of unauthorized access. Additionally, organizations should conduct regular security training for employees to raise awareness about phishing and social engineering tactics that could facilitate token theft.
In conclusion, the vulnerability within Azure IPAM presents a significant threat to organizations utilizing Azure for their IP address management needs. The potential for unauthorized access and privilege escalation necessitates immediate attention and remediation. By adopting proactive security measures and ensuring timely updates, organizations can safeguard their cloud environments against such vulnerabilities, thereby maintaining the integrity and confidentiality of their data.
