CVE-2023-22518
Overview
This vulnerability is an improper authorization flaw in Atlassian Confluence Data Center and Server that occurs due to insufficient access control enforcement on the setup-restore functionality. The root cause lies in the ability of unauthenticated users to interact with the backup restoration endpoint without proper verification. The affected component is the POST /json/setup-restore.action endpoint, which handles restoration of Confluence instance backups.
Vulnerability Description
All versions of Confluence Data Center and Server are affected by this unexploited vulnerability. This Improper Authorization vulnerability allows an unauthenticated attacker to reset Confluence and create a Confluence instance administrator account. Using this account, an attacker can then perform all administrative actions that are available to Confluence instance administrator leading to - but not limited to - full loss of confidentiality, integrity and availability. Atlassian Cloud sites are not affected by this vulnerability. If your Confluence site is accessed via an atlassian.net domain, it is hosted by Atlassian and is not vulnerable to this issue.
Impact
An unauthenticated attacker can exploit this vulnerability to reset the Confluence instance and create an administrator-level account without any prior access or user interaction. This grants full administrative control over the Confluence server, enabling actions such as data modification, deletion, or exfiltration, and complete compromise of confidentiality, integrity, and availability of the Confluence environment. The attacker can fully control the affected system, potentially impacting business operations and sensitive information.
Solution
Atlassian has released security updates addressing this vulnerability in Confluence Data Center and Server versions beyond 8.6.0. Administrators should apply the latest patches as detailed in Atlassian’s official advisory at https://confluence.atlassian.com/pages/viewpage.action?pageId=1311473907. No workaround is provided; immediate patching is recommended to mitigate the risk of unauthorized administrative access.
